Commissioners approve sheriff captain’s resignation

There was a lot to do, but it took a short time to do it as the Wood County Commissioners Court met in regular session on Friday, Nov. 18. It only took 10 minutes to whip through a 14-item agenda and then return to their other duties.

First item up was consideration for approval of personnel actions, of which there were four. While three were ordinary temporary employees associated with the general election, the fourth was a resignation by Wood County Sheriff’s Captain Samuel P. Threadgill. Neither Threadgill nor Sheriff Jim Brown was present at the meeting and the personnel action request submitted by Sheriff Brown simply stated, “I, Jim Brown, Sheriff, request to take Samuel P. Threadgill off the Wood County Sheriff’s office payroll. Samuel P. Threadgill’s last day was Oct. 28, 2015.” Calls to Sheriff Brown’s office were not returned. Threadgill was being paid an hourly rate of $21.73 to serve as a captain for Sheriff Brown’s department.

The other three were temporary help personnel for the general election at a rate of $10 per hour. They were Becky Bradfield from Oct. 31 to Nov. 8, Laura Wise from Nov. 3-8, and Glen Thurman from Nov. 7-15.

Next up the court approved the county payroll, line-item transfers, budget amendments, claims, and constable reports.

A public hearing regarding the cancellation of Holly Lake Village Subdivision was set for 10 a.m. on Dec. 30.

The Commissioners also approved a pledge of $4,085,000 with Frost Bank, approved the renewal of Affordable Care Act Reporting and Tracking Service interlocal agreement with Texas Association of Counties Health and Employee Benefits Pool, and approved the canvass of the Nov. 8, 2016 general election.,

Also gaining approval of the court was a Texas Department of Transportation grant for routine airport maintenance program in the amount of $50,000 to be matched with $50,000 of county funds,

An interlocal cooperation contract was approved with cities of the county to help fund the Wood County Industrial Commission. Yantis will contribute $609.16, Alba will contribute $1,000, Hawkins will contribute $2,006.46, Quitman will contribute $3,187.10, Winnsboro will contribute $5,391.38, and Mineola will contribute $5,391.38. These contributions total $19,282.65 in funds from the cities of the county and will be used in support of administrative operations, after which the county budget monies will provide the bulk of the funds needed.

Another major interlocal agreement provided for annual funding for the county’s fire departments from the county for fiscal year 2016-2017. Wood County will divide up $440,000 among the 12 fire departments in the county. Alba will get $37,070, Coke/PG $30,220, Hainsville $34,680, Hawkins $40,680, Holly Lake $31,000, Lands End $27,928, Mineola $50,696, Ogburn $30,470, Perryville $29,286, Quitman $49,830, Winnsboro $42,020, and Yantis $36,120.

Finally, the court approved a longevity pay policy and rescinded any prior action of paying longevity in a separate check. Under the new policy, Wood County will pay lump-sum longevity to eligible employees and officials based on the full years of service for each year of service as of Dec. 1.
