County commissioners hear about flooding issue at Lake Brenda

A man who has a home at Lake Brenda went before Wood County Commissioners during Friday’s meeting seeking relief from flood waters at his residence. During the public comments portion of the agenda, Thomas Koziol spoke to commissioners about the flooding at his home.

“I have a road issue Mr. Gaskill (Pct. 2 commissioner) is well aware of and I came to the county this morning to ask for some help resolving the issue. I had a plan, but evidently my plan is not feasible. I was informed by Mr. Gaskill of the problems my plan would present,” Koziol explained. “The road floods and there is no way for it to divert because it won’t go down the road. It stops at the hill and comes back on my road. And there are three other people in my vicinity that flood and that’s three taxpayers. It’s been going on for 30 years.

“I spent $3,200 to raise my driveway up so he could raise the road and put a pipe down there to pump the water down the road where it was supposed to go in the first place. I was informed by Mr. Gaskill they were not able to put the pipe in and now I’m out $3,200. I would like for the county to consider this matter and see if they can come up with a solution.”

Gaskill said he had met with Koziol several times. “I have met with him several times on that issue. Last year when the major flooding happened there were about 10 houses that flooded in our precinct and his was one of them. He bought the house from a gentleman who never wanted us to do anything to the road,” Gaskill commented. “The subdivision was built in 1958 and at that time it drained behind it and I guess when they developed the rest of the subdivision behind it I guess it blocked it off. That was before I was born and that’s what I have been told.

“He lives at the bottom of the hill at the intersection and the water just follows down there and there is nowhere else for it to go. He made comments about putting pipe under the road. I would love to build the road up so it would hold water, but you have to have permission from the other property owners. And they don’t want the water on them so there is no other place for the water to go. It is one of those issues I would love to fix and I have been out there every time he has called, but there just is not a solution for it without private property owners being involved.”

Agenda items approved were:

*payroll of $319,529; health and dental claims of $58,735; accounts payable $321,892;

* the revision of lots three and four in section eight, Holly Lake Ranch subdivision into one larger lot;

*setting a public hearing for lots 471, 472 and 473, section four, Holly Lake Ranch subdivision, for Feb. 24, 10 a.m. at commissioner’s court;

* two right-of-way entry permits in Pct. 3 to haul sand and gravel for road repair;

* a contract with J.G. Bowen and Associates for a Keyscan access control system;

* the continuation of liability insurance coverage with the Texas Association of Counties risk Management Pool for Wood County.
