In reaction to the new business guidelines outlined by Gov. Greg Abbott Monday, the city of Mineola is working to help local restaurants with their occupancy rates by Friday, when they can reopen at 25% of capacity.

Mayor Kevin White outlined the work of the city staff at Monday’s council meeting to prepare for the phase-in of Texas business.

The governor is allowing his stay-at-home order to expire at midnight Thursday, and White said the city follows the governor’s guidance.

He reminded council members that they swore an oath to the constitution and laws of the state, and the governor’s order is the law.

He said that no one likes an oppressive government, and the city has instead used gentle reminders for situations where the stay-at-home guidelines may be violated.

“We’re not out there writing tickets,” City Manager Mercy Rushing said when the city put restrictions in place at city parks, in line with state limitations.

She encouraged council members to look at the monthly police report, with officers doing checks on closed businesses and enforcing the curfew with students out of school.

She said city staff would be considering what to do about reopening the city hall lobby. Councilman Polly Jones noted that several city staffers have family members in high-risk categories.

White did say that unless things change, the May 18 council meeting will be open to the public, although council members can still participate remotely.

He noted there has been one confirmed case of COVID-19 inside the city limits and two others outside the city.
