QISD trustees set tax rate, teacher salaries

Quitman ISD trustees Monday night voted in favor of proposed tax rate significantly lower than last year’s as well as a new teacher salary schedule.

The action stems from recent passage of Texas House Bill 3, which was fashioned to provide property tax relief as well as more pay for teachers and others working in the state’s public schools.

Trustees set the 2019-20 proposed tax rate at $1.294 per $100 of property valuation, a drop from last year’s rate of $1.4296. If given final approval, $1.0684 will go toward the maintenance and operation fund and $.2256 for payment on debt services during the next fiscal year.

A public meeting on the QISD budget and tax rate will be held Aug.19 at 6 p.m.

The board also adopted the QISD 2019-20 salary schedule, which details how teachers, counselors, nurses and librarians receive salary increases based on their years of experience.

At QISD, the starting pay will be $34,562 and pay raises will continue each year to 26 years of experience. At five years, the salary will become $39,895. With 20 years of experience, employees earn $54,697. At 26 years or more, these employees can earn a salary of $58,260.

Teachers with five or more years of experience will be given priority for raises under HB 3, Superintendent Rhonda Turner said.

Under HB 3, a new statewide minimum salary schedule was established to determine raises for experience levels up to 20 years.

According to the Texas Education Agency, the minimum salary without experience is $33,660. The state schedule then increases salaries incrementally based on experience. At five years, the minimum salary is $38,880. At 20 years or more, the minimum pay was set at $54,540.
