Zoning changes for two parcels on the south side of the Tractor Supply store on S. Pacific in Mineola gained approval from the city council Monday.
The west lot with Hwy. 69 frontage is rezoned for commercial uses. Planning director David Madsen said a proposed use for the property is a convenience store.
The east lot is planned for six three-story apartment buildings with 144 one- and two-bedroom units and will be similar to the nearby Arbors apartments.
The land is between Tractor Supply and the Park Central subdivision which is being developed for 80 homes.
Council member Cassandra Sampson questioned whether the apartments would be overlooking back yards for the new houses facing south.
Developer Peter Woolford said there will be a detention pond between the apartments and the houses, and the apartments will not have balconies.
A petition to annex property into the city was accepted by the council from Terri and Eric Dievendorf.
The lot on Minwood Dr. is part of a small area that is not in the city limits, although adjacent properties are in the city.
The Dievendorfs plan to build on the property.
City services are already available at the site.
A public hearing on the request will be held later.
The council approved several measures that will allow the city to invest some of its funds to draw higher interest.
Public Works Director Kyle McCoy briefed the council on the difference between an easement and an alley.
He said there have been some requests for the city to clean up easements, and they are not the city’s responsibility.
The city does maintain dedicated alleys, but in the case of an easement, the property owner still maintains control, and the city would do clean up there only to access its water or sewer lines, returning the property to its original condition.
Mayor Jayne Lankford encouraged citizens to take part in a littler pickup effort to be held in conjunction with Earth Day on Saturday, April 22.
The city will provide trash bags and dump trucks.
The council honored the 2022-23 Mineola High School boys basketball team for its history-making success, advancing to the regional final.
