January 19

Sgt. Jaclyn Skinner checked the welfare of an individual on FM 17. The party stated she believed her sister was sick and needed medical attention, but her boyfriend would not let her get treatment. Skinner  contacted the individual who stated she did not want medical assistance.

Deputy Andrew Rapp and Sgt. Austin Milbourn responded to a disturbance on CR 2280. They found one of the parties had left and the other was leaving. Neither wished to press charges.

Deputy Andrew Morrison went to the Adult Probation Office for an assist. He was told that during a urine analysis, his probationer tampered with the sample by adding a substance. Walter Darlington Yoter, 63, of Mineola was arrested for false drug test falsification device.

Deputy Jonah Croney spoke with an individual on FM 312 regarding a fraud. The victim stated there were several unauthorized charges to her bank account. The money was refunded by her bank, but she wanted the incident investigated.

Deputy Rapp responded to Hwy. 69 regarding criminal trespass. The owner advised his neighbor came onto his property and caused a verbal altercation. The neighbor was informed he was no longer able to go onto that property.

Sgt. Milbourn and Deputy Morrison were dispatched to CR 2245 for a disturbance. The caller stated it was only a verbal argument and that she did not mean to call 911. Both parties agreed it was only a verbal argument and there would be no further issues.

Deputies responded to one stray animal call.

January 20

Deputy Morrison and Sgt. Jeremy Ragsdale were advised of a dispute on Hwy. 37. The party stated they were with the railroad commission and were being refused access to state property by a land owner with a firearm. An agreement was reached for the moment and the landowner wished to press charges for damage to his property.

Deputy Morrison spoke with an individual by phone regarding allowing someone to stay in her camper in exchange for work done around her property. She stated after a short period, he stopped doing the work and started doing things she did not approve. She was advised this was a civil matter that could not be handled by the sheriff’s office.

Deputy Rapp took multiple reports of vehicle burglaries on FM 1799 and CR 2900. Several individuals advised the department of their vehicles being entered and rummaged through. Several items were taken from vehicles. All were left unlocked. The Criminal Investigation Division (CID) responded and will be investigating the cases.

Deputy Morrison was notified of an inquest on FM 2422. The funeral home and justice of the peace were notified.

Deputy Rapp checked the welfare of an individual on PR 6325. A Florida state agency requested confirmation that an individual lived at an address. Rapp contacted the caregivers of the individual and the individual. The agency was advised the individual was in great care.

Deputy Croney and Sgt. Milbourn were advised of a severely injured dog on CR 1660. The party stated he observed the dog in the yard and advised it was attacked by two other dogs on the property. They found the dog was deceased. Photographs were taken and a report will be filed for future reference.

Deputy Croney responded to an alarm call on FM 2088. The residence appeared locked and secure. A dog was observed inside the residence, which could be the reason for the alarm. The homeowner was contacted and advised of the situation.

Sgt. Milbourn received a call for a burglary on CR 1941. The homeowner was able to give suspect information and show supporting evidence of text messages admitting to the burglary. The case will be forwarded to CID.

Deputy Rapp had an alarm call on CR 2650. The property was checked and all doors and windows were locked.

Deputy Morrison was dispatched to an RV park for a disturbance. The party advised that her husband’s brother had arrived, causing issues and yelling. He left prior to Morrison’s arrival.

Deputy Delton Graves spoke to individuals on Hwy. 80 regarding a disturbance. He contacted both individuals, who advised they were in an argument that started because each party wanted to go through the other’s phone. The parties advised it would be best to separate for the day. No charges were filed.

Deputies had one stray animal call.

January 21

Deputy Melissa Pollard had a welfare concern on FM 2088. The party was concerned for her friend because the friend and her boyfriend were in an argument. Pollard contacted the individual and found everything to be OK.

Sgt. Corbin Hanner arrived on City Circle in Yantis for a disturbance. An individual stated he was at the location for an event that was advertised as open to the public. The individual hosting the event asked him to leave the location. Since the building was rented by the host, the reporter was asked to leave.

Deputy Jim Rapp received information of possible squatters on CR 2260. The squatters are leaving lots of trash in the area. He will be looking into the matter.

Deputy Brad Cox took a phone report for a scam call. The party stated he sent money to someone claiming he won the Publisher Powerball. This is not the first time this individual has been scammed. He was advised to stop sending money to people he doesn’t know.

Deputy Jeff Baldwin responded to a theft on PR 8588. The party stated someone was at her residence assisting her in cleaning trash that was in the yard, and a dog kennel is missing. She wishes to file charges for the theft.

Deputy Benjamin Whisenhunt was on Hwy. 80 for an alarm call. The complainant checked cameras and advised it was a cat. No signs of criminal activity were observed.

Deputy Matthew Cooper was on routine patrol when he observed a vehicle without a front license plate and an expired temporary tag. The driver was unable to provide Cooper with a driver’s license or proof of insurance. Cooper smelled the strong odor of burnt marijuana inside the vehicle. A search located two plastic bags containing methamphetamine. Terry Wayne Whitworth, 43, of Mineola was arrested for possession of a controlled substance penalty group one less than one gram. 

Deputies took two stray animal calls and one agency assist call.

January 22

Sgt. Heather Bailey responded to Indian Gap for a possible criminal trespass. She contacted an individual who had been hired by the park manager to do surveying work. He stated the only reason he was on any of the lots was for work. He said he did not plan on going back to the lot the party lived on so he could avoid any disputes.

Deputy Rapp picked up trash from around an abandoned house on CR 3457.

Deputy Linda Williams had a request to speak concerning a suspicious circumstance. Contact was made with the party who reported nightly activity of people on his property. He believes people are stealing items from the county dump and dragging it across his property.

Deputy Williams took a theft report on CR 4255. The party stated he left his four-wheeler in the barn around New Year’s. He went back to work on it, and it was missing. He wishes to press charges. The case will be forwarded to CID.

Deputy Cooper was dispatched to CR 4390 for a disturbance. The party stated her ex-husband came to the residence causing a verbal disturbance. She advised he would not leave until dispatch was contacted. Cooper attempted to contact the subject to issue a criminal trespass warning but was unable.

Deputy Brad Cox spoke with an individual on CR 2895 for a theft. The party stated a lock was removed from the barn and several items were missing. The case will be forwarded to CID.

Sgt. Bailey made contact with a party concerning a civil matter. The individual stated his RV, truck and boat were stolen by his ex-girlfriend. Due to the property being shared between the individuals, the case will be closed as civil.

Deputy Linda Williams assisted someone with a possible fraud. The person stated they attempted to apply for unemployment benefits but were unable to because it showed she had already applied. She was given information to help.

Deputy Cooper took a theft report on CR 1912, where a trailer loaded with sheetrock was stolen. The report was taken and forwarded to CID.

Deputy Cooper and Sgt. Skinner were notified of an emergency beacon being detected by the FAA. They checked the area and did not see anything of concern. The FAA stated if there were no signs of a crash, they were fine, as it is not uncommon to get false alarms.

Deputy Jeffery Baldwin was sent to a loud noise complaint on PR 5453. He heard loud noises and attempted to speak with the subjects. They were uncooperative and asked him to leave.

Sgt. Skinner responded to an alarm call on CR 4837. She checked the residence. It was found to be secure. Contact with the homeowner was attempted but unsuccessful.

Deputy Baldwin had a disturbance on CR 4490. The party stated his grandmother was heavily intoxicated and was trying to get money from him. At some point, she hit him. He did not wish to press charges. Grandmother went to bed, and the reporting party had someone come pick him up.

Deputy responded to two stray animal calls and one agency assist call.

January 23

Deputy Linda Williams, Deputy Cox, Deputy Baldwin and Sgt. Bailey were dispatched to a shots fired call on CR 3582. They talked to witnesses who gave a description of the vehicle and suspects. Upshur County Sheriff’s Office and Gilmer Police Dept. located the vehicle, all four suspects and numerous firearms in the vehicle. They were taken into custody. CID responded and gained confessions from two suspects. Dekeilan Paul Stewart, 18, of Longview was arrested for aggravated robbery. Fabian Silverio Suarez, 20, of Longview was arrested for aggravated robbery and unlawful possession of firearm by felon. Leticia Mariah Suarez, 19, of Longview was arrested for aggravated robbery. One juvenile was also involved.

Deputy Cooper took an alarm call on FM 2869. The owners were there and everything appeared to be fine.

January 24

Deputy Croney responded to an alarm on Hwy. 69. The location appeared to be OK and everything was secure. Key holder was contacted.

Deputy Croney was notified of criminal mischief on Sioux. The party stated someone ran over her mailbox. She was able to give a possible suspect.

Deputy Andrew Rapp took a theft report on Hwy. 69. The party stated a work light was stolen from his front yard. The report will be filed for future reference.

Deputy Rapp had a welfare check on Hwy. 37. A caller advised an individual possibly needed assistance with his wheelchair. The man stated he didn’t need any help and was thankful that he was checked on.

Sgt. Milbourn spoke with an individual regarding a scam. The party stated someone called him claiming to be from US Customs and Border Patrol. The victim gave them personal information before realizing it was a scam. The report will be filed for documentation purposes.

Sgt. Milbourn was dispatched to PR 6883 for a disturbance. Both parties agreed the disturbance was verbal only. One party left the location until things cooled down.

Investigator Amanda Dollison took a report of an assault after the fact on Custer. The party stated his step-son was in a verbal altercation with the victim’s wife. The victim attempted to get the step-son to leave and was assaulted. The case was forwarded to CID.

Deputy Rapp was transferred a phone call regarding a litter abatement issue. The party stated there were a large number of items being dumped on CR 2175.  

Deputy Bonnie Sepulvado spoke with an individual who stated her juvenile daughter was being bullied by another juvenile female. Due to the incidents occurring at school, they were advised to contact the school resource officer.

Deputy Croney was advised of several malnourished and dead cows on FM 312. He spoke with the owner and took photographs of the location. The owner was advised to take care of the situation.

Deputy Croney took a criminal mischief report on FM 515. The party advised someone ran over his mailbox. The report will be filed for future reference.

Deputies responded to six stray animal calls, three agency assist calls and one transport.

January 25

Deputy Melissa Pollard was sent to an inquest on CR 3260. The funeral home and justice of the peace were notified.

Deputy Rapp responded to a disturbance on Hwy. 37. Two individuals got into a verbal altercation. A third party stated she felt like she needed to call the police because they would not stop yelling. One party agreed to leave.

Deputy Croney had a welfare concern on CR 4135. The individual admitted to having medical issues but refused EMS.

Sgt. Milbourn was dispatched to an alarm call on Spur 514. A door was found open. The residence was cleared and found to be unoccupied. Attempt to contact a homeowner was unsuccessful. A business card was left requesting contact.

Deputy Rapp spoke with an individual who stated someone called her pretending to be her grandson, asking for bail money. The individual knew it was not her grandson and did not give any personal information. The report is filed for future reference.

Deputy Morrison contacted an individual who stated he had recently separated from his wife. He requested a criminal trespass be issued due to previous assaults.

Deputy Morrison took a lobby call regarding criminal mischief. The party stated while at church, a kid started hitting his vehicle, causing damage. The parents stated they would pay for the damages, but after a while, decided they would not pay for the damages, just the deductible. A report will be forwarded to CID.

Deputy Croney made contact with a person who stated he received a notification about an unknown person attempting to file for unemployment in their name. The report will be filed for future reference.

Deputy Rapp responded to CR 2200 for a welfare check. A vehicle was in the ditch, running, with a female inside. When he located the vehicle, he observed the female asleep and several open containers of alcohol along with numerous closed containers. Rapp was able to wake up the driver, who identified herself. After speaking with the driver, Natalie Suzanne Kramer, 44, of Carrollton was arrested for driving while intoxicated – 2nd.
