Alba City Council dismissed a citizen complaint against Police Chief Juan Ramirez following a closed session Monday.

The council spent 25 minutes with city attorney Leigh Thompson and another 17 minutes with the chief before unanimously dismissing the complaint, which was not divulged.

In a separate matter, Thompson announced that a question of possible nepotism in hiring was not valid, noting the relationship was neither a blood relative nor through marriage and involved only an ex-family member no longer related.

She advised the council and city staff to always contact her to investigate, to be on the safe side.

She also counseled the council to discuss only those matters specifically posted on the agenda to ensure that citizens are alerted to what matters are to be brought up.

The council accepted the low bid of Anchor Construction for $254,000 to rehab three city streets: Campbell, Kirby and Osborn.

A $350,000 Community Development Block Grant the city first sought in 2021 will fund the project, expected to be completed this summer.

The council approved Grant Works to administer another grant that will pay for two permanently-installed generators for the water system.

One new member was approved for the Alba Economic Development Commission, Casey Bohannan. But the recommendation from the EDC to nominate a non-city council or staff member was rejected.

EDC bylaws call for two or three of the seven positions on the board to be city officials.
